How to determine the dimensions of my sleeve and fitting?

To assist you better, note that in the spa industry, you'll mostly encounter imperial measurements, i.e., inches. Pay attention to this as you cannot precisely convert to millimeters. Attempting to convert may result in a fitting with a diameter too large, incompatible with the originally sought dimension.
